Can Payday Loan companies in missouri turn you over to the county prosecuter?

My boyfriend had taken out a payday loan when his grandfather was in the hospital and he was off for three weeks. When it came time to pay he had nothing. Before he knew it he was back on the road working. We are trying to pay them off and since he was not here I went in and tried to make a payment arrangement. When he left out this time I gave him a money order to drop off and he forgot. After two weeks the women finally calls me and says “YOU signed an agreement to pay and if I dont have 75.00 in here on friday I am sending it to the PA” How is that. Can you really prosecute a check that you knew was bad when you took it???????????????????? I mean god we are trying, at least we are giving something you know
